I ordered an album and it arrived in mush worse condition that what was stated
I ordered an album that said it was in very good condition but the album I was sent was in less than acceptable condition. I reached out to CDandlp support and they were of little assistance. They issued me a refund of $2.00. Is there anyone at the company I can contact in order to issue a formal complaint and request that my case be reopened?

The simple answer is NO. I probably think(but don't know for a fact) that no one in Cd and Lp care about what you ordered and what you received as long as they get their commissions.
